The short answer
In most Florida counties the seller pays for the owner's title insurance policy and chooses the title company. South Florida is split: in Broward and Miami-Dade it's customary for the buyer to pay and choose; in Palm Beach it's customarily the seller.
Custom isn't law
These are customs, not requirements. The Florida purchase contract lets the parties decide who pays for the owner's policy and who designates the closing agent, so read that paragraph before you sign.
What about the lender's policy?
If you finance, the buyer pays for the lender's policy. When it's issued together with the owner's policy (simultaneous issue), it's a small flat charge instead of a full premium.
Why choosing the title company matters
Whoever chooses the title company controls the closing experience: fees, communication and how title problems get solved. That's why many buyers and sellers ask their agent for an attorney owned agency.
